How do you read a 3D modeling gig before ordering?

End use. Check the gig mentions your use: product renders, Amazon-style listing images, AR, 3D printing or manufacturing.
File formats. Renders come as PNG or JPG. Models come as FBX, OBJ or the native file (Blender, 3ds Max, Cinema 4D). Web and AR need GLB or glTF. Printing needs STL. Manufacturing needs STEP or IGES.

No questions about dimensions. The render will look right and be the wrong proportions.
Visualization artists offering manufacturing files. A pretty mesh is not a CAD model with tolerances.
Very low prices for complex products. Expect a rough model or a heavily reused asset.
Source files unavailable at any tier. Every future render becomes a new order with the same seller.

Modeling builds the 3D object itself. Rendering turns that model into images or animation with materials, lighting and a camera. Many Fiverr gigs sell both, but some only render models you supply.
